As a retired Ref and Assistant, I believe the simpler and cheaper option would be to get rid of the offside law altogether.
I think getting rid of the offside rule would make the game too defensive.

At the moment teams know that when they're attacking they can push their defenders up to the half way line, because of the offside law. With no offsides, teams would be forced to defend more deeply.
