His release clause, thus his 'price tag', would still be £20m whether he plays like Maradona or Madonna. Why would any club pay more than they need to? It may well attract other clubs to bid for his services if he does well but value is irrelevant. The bid would simply have to be £20m.

They could (assuming the clause has not expired).

But that wouldn't stop him signing for any team that meets the £20 million price. We would have to accept any offer that meets the required fee, but the player would be the one to decide where he goes. No one is going to offer a bigger fee when they could use the extra money to pay more in wages or a signing bonus to the player.

Yes. But only if the player wants to move to that club. We can't stop him moving to a club that has legitimately activated the clause even if another club has offered twice as much.

Surely if that was a 3rd June deadline on the release clause then there must be a deadline on how long it's valid for too? They must have to do negotiations within a certain window I would've thought, otherwise what's to stop someone bidding the release clause just in case they want him after the Euros for example

It's Vardy who's delayed things though, not Arsenal. What if Arsenal had made a bid "in case" they want him after the euros, but Vardy then agreed to sign immediately?
