Auto volume in windows 7

Right, this is seriously pissing me off now. Since I've upgraded (clean install, new hdd) to Windows 7, I've noticed that it, seemingly at random, turns the volume on. I mute the sound using the system tray icon and lo and behold next time I glance it is turned back on. I thought at first it was always going to 68% so googling that turned up the communications option but that hasn't fixed it. It now turns on at the last used volume.

All my windows 7 problems went away when I upgraded, they are now different windows 8 problems.
