While this is all absolutely true, and seems wholly obvious from the fans perspective (not just us, but other clubs too), to have this as a Premier League rule must mean the other clubs all signed off on it. I think they need 14 out of 20 clubs to be agreed in the Premier League on rule changes...
I'm more worried about the EFL punishments than the Premier League ones.
