I’m not going to pretend I know anything about our transfer structure, because I clearly don’t.

However I have always assumed it’s a bit of a two way street. I.e. the Scouting team and DOF line up a player which needs the manager to sanction it, and vice versa where perhaps the manager suggests a player which the scouting team and DOF do the necessary due diligence and then sign it off. I would presume Diabate and Ghezzal were Puel’s suggestions, and the rest of the transfers under Puel perhaps not. Pure conjecture though.

But one thing I’m convinced about is that Puel is still in a bit of a precarious position after the run of form at the end of last season, and because of that I really can’t see the powers that be giving him 100% control over £100m+ worth of signings.

I don't think that structure is totally gone these days, but it certainly is rare. Long-serving managers in particular are likely to have more say. I would imagine for example that Eddie Howe has significant influence on what happens at Bournemouth, having spent eight of the last ten years there.

That’s a fair point. But you’re right it is rare, and that’s because of how short a typical managerial appointment lasts for. Managers come and go like London Tubes nowadays.
 
I'd be pretty sure it's more of a team effort. Maybe we do have Steve Walsh and co.'s list somewhere and are still both working from it and adding to it over time. The signing of Fousseni Diabate suggests to me that Puel is having some sort of input into transfer dealings at the very least...
 
Considering how much money we have wasted in recent windows on players that didn't get much game time, or clearly didn't fit how our managers wanted to play, I would hope a lesson has been learned and the manager has become more involved.
 
Seven years later we still haven't made any attempt to sign a single one of them. I think we can all agree we missed out not signing Cameron Park.
