Forgive my ignorance as I don't follow biking at all, but have they changed rules this year on speed or equipment as there seems to be a heck of a lot more deaths in the last 12 months than I remember reading about before.

no changes,its a dangerous sport and sometimes unfortunatly that ends in someones death. standards of safety equipment are improving all the time ( expect to see an airbag type device worn around the neck become standard very soon) but sometimes as in this case its not enough.
