Firewall Problem

My windows firewall has turned itself off for some reason-when i go through the windows security centre to enable it it says it cannot do it and that i have to go through control panel. when i go into control panel i get a message that the firewall settings aren't available right now

advice?

Also a while back i had wireless problems which i solved by using windows to manage my connection-however now and again when i turn my pc on my wireless isn't working and it says windows can't manage the connection etc (im guessing this is because my software i used to use is trying to do it itself). however when i shut down and turn back on again it works-a bit annoying so if theres anyway to rectify this problem then that would be good too!

Unistalling the other software would seem a good first step?
 
but when i did that last time there was no wireless option whatsoever (im guessing it unistalled the wireless card as well or something)

Back up what you want to keep and reinstall Windows.
