He can't play because he wasn't signed by the deadline for the original match.

He was an unused substitute for Everton against Scunthorpe. I believe this means that he isn't cup-tied.

Can someone clarify if there is a rule on whether a player has to be registered before the original tie to be able to play in a replay?

In all Rounds a player must have been a registered member of his club at 12 noon the Friday previous to the date fixed for playing the Round.

In the case of postponed, drawn or replayed matches only those players who were eligible at the time fixed for playing the Round shall be allowed to play.
