Is it connected to the graphics card?

edit - This usually means the computer is turned off doesn't it?

It means that there is no signal going from the PC to the monitor.
Check the cable & connectors.
 
if the cable is definatley secured at both ends then it could be your graphics adapter is broken or the cable is shot.
 
Depends what you want but if you just want to get it up and running again then its not unreasonable if that includes fitting
 
Have you tried it with a different monitor, beg steal or borrow one before you go spending too much money (preferably an old bog standard crt monitor, not an all singing all dancing tft one). If you get it to boot up, it could well be the resolution or refresh rate of your graphics adapter, or you could simly need to download som enew drivers for it. If you still get the problem, it could well be your graphics adapter got fried in the power cut.
