You can join the league at any point during the season; as long as you have a team registered for this GW you will receive all your points when you enter the league.

I think most of the uproar is the joke that is the new site. They've tried to make it all fancy and ended up with a slow website that can't handle the number of people that they have on it. Plus the scores don't even update in real time, which is half of the fun.
