Is that not just the definition of what they deem a “wall”, for the purposes of preventing attackers being part of it. My reading of it was that if the defending team only had 2 players stood there, they wouldn’t consider it a wall and therefore an attacker could stand within 1 metre of the wall (that isn’t actually a “wall”).The Premier League rule changes that will come into effect next season
