So Joe's comments could be "like trying to stop the process of developing"

I am under the impression evolution is not a continuous, linear activity for all fauna and flora. Moreover the "the process of developing" man-made artefacts is also open to cessation. Thus the statement is a non-sequitur. :D :D :wink: ;-) :mrgreen:
 
I'd argue that the statement is both sequitur and non-sequitur, but then I always argue about sequitur things, like old Murray Walker when Damon Jack'n'Jill was rammed by that footwear manufacturer. Ohh! Look at that, LOOK AT THAT! Non-sequitur, Sequitur schuey!

Appalled is still the required option, rather than appaled. From the OED:
