It's now being reported that he went for his medical, thought better of it, and rejected them.
As the Italian window is now closed, presumably this leaves him and Benaloune (who was also supposed to be going to Italy) in limbo.
With Simpson now not an option for Stoke as they got the right back from Everton instead, it's looking like we're really struggling to shift these last few players.

I’m not that surprised personally. He’s currently fifth choice centre back and hence was clearly bought as “one for the future”, or rather, “one for next season when we ditch Morgan”.
Ideally we’d have signed him next summer but maybe we thought his value would go up, or that others would come sniffing and we may miss out.

I think we signed Benkovic as one for the future, but also not knowing if we'd get Soyuncu in time and/or in case Maguire kicked off over a move, ala Drinkwater last season and so we didn't end up in a Silva situation again.
Celtic isn't a bad place for him to go on loan, as long as he will be first choice. Otherwise I'd rather he went to the Championship.
