Can someone explain to me (legitimate query - I don’t understand it) how financial fair play works? It seems to be that Barcelona have been allowed to accumulate £1.15 billion of debt.

Basically it doesn't work if clubs decide to spend huge amounts of money on lawyers, the leagues always back down in a fight.Can someone explain to me (legitimate query - I don’t understand it) how financial fair play works?
