I think his point was Rodgers hasn't seen him, and is relying only on what the scouts tell him.

But I'd say that's probably pretty common place these days, especially these types of signings (i.e. low profile players from abroad). You don't see managers turn up at random fixtures to get a good look at potential signings now. Admittedly a lot would happen with videos, but I still suspect it's not unusual for a manager to not see much.
