I believe they can talk with a view to the transfer taking place on the 1st July ... Man City have done just that with their new goalie.
 
If he stayed I wouldn't be too disappointed as I think there's a chance he could potentially come good over time.

But if we have an opportunity to recoup a big chunk of what we spent, we should probably do it.
 
its not a transfer window its a registration window, you can sign a player when ever you like but you cannot register them except in those windows or if he was a free agent and you have space

So why can't Liverpool tap up Van dijk?
 
If we get all our money back I don't mind. However I have faith in our scouting and don't see why he won't come good.

The article headlines the fact that the two Clubs are in talks about a potential move. That is perfectly legal (and normal business)

Liverpool were sitting down and discussing things with the player, without Southampton's consent
 
Permission from the club?

Southampton don't want to sell whereas, we were probably asked and said yes.
