Anyone know why it has taken over a year fro the FA to fine them?
 
What would a millwall fan have to mouth off about?

With Chelski appealing against the loss of their loose change, the case against West Ham and the Blues for (allegedly) failing to control their supporters during a cup tie in October 2004 is now set to enter its record-breaking 14th month. This, as you may recall Mediawatch pointing out previously, at a time when the FA is slapping itself heartily on the back for their success at speeding up the disciplinary process.

While Chelski will appeal against a fine of £30,000 - a mere £5k more than mandatory fine meted out whenever any team receives seven or more bookings in a single match, incidentally - West Ham 'have also been warned about their future conduct'.

Probably a bit late now.
