Cookies are stored by your browser, not by the operating system. You can usually find out where they are stored by looking in Internet Options (or whatever it is called in your browser).

For IE7:
Tools/Internet Options
General Tab
Browsing History - click on Settings
Current location is displayed halfway down the window that opens with an option to move the folder.

Other browsers similarly.
