Don't think that's likely to have happened in this case. Cov know they wouldn't sell the tickets to their own fans so they'd have offered them to us on a sale or return basis.

Not so - different rules apply from in the Prem. There is no way that City would have taken tickets other than on a 'sale or return' basis. Cov have let us have them because they know they haven't got a chance of selling them to their own fans.
