You'll need to venture into conditional formatting. Set a formula against the target and select the required format.I'm setting up a simple spreadsheet to record the results of an audit.
what i would like is to be able to turn an inputted number in a cell red if it is lower than the target, which is recorded in another cell.

Not quite clear about what you want in the last bit?
if your inputted cell is b13 and you target e13...
on b13, go format>conditional formatting>formula is
=b13>$e$13
then stick a colour in the format
then use format painter to copy that down your range
