What you describe does seem unfair to me and has not happened when I have had a refund in the past. Perhaps the seller processed the money as a payment to you rather than a refund. This might be chargeable.

Yes. I've had plenty of PayPal refunds over the years and never once had a refund subject to PayPal charges. I have always had back exactly wheat I originally paid.

I had a complaint about an unlock code that didn't work and got refunded, or so I thought, yesterday. Just gone to check my PayPal balance and I'm 49p out as the trader had made a payment to me rather than a refund. As such I became liable for a charge as though I had sold something. Bastard.

Maybe that's what happened in your case too?
