I can only think of one reason why he would wait till the new year.

The board aren't willing to fund the deal untill they are sure he will remain the manager.

Levien is under pressure, and anything he does will hamper any replacement manager.

As for who we might get.

Connolly back on loan
or Windass

Some people have no imagination!

There could be loads of reasons.

The players could be on loan at other clubs until January.

They may be injured.

Their current clubs may be unwilling to allow them to leave until they can sign replacements in January.

Their current clubs may have an injury crisis and may be unwilling to allow them to leave.

The money may only be available if we sell a player (Williams? Wright?), which won't happen until January.

They may be waiting to see how Wigan do in the next month, before deciding to spend the extra Connolly money.

One of the players may be a replacement for Smith - so will only be needed when (if?) he leaves at the end of December.

The money may only be available if we continue on our league cup run, or get a good draw in the FA cup.


Or a combination of the above.
 
If there was so much doubt over the possiblilty of getting any of them, why would he raise the hopes of the fans?

I add one more reason of my own. Maybe its a ploy to take some pressure off him. now maybe the fans will wait and see what happens in January rather than call for his head.

He mentioned the possible signings in response to a question from a journalist, if it was supposed to be some kind of PR exercise I'm sure LCFC.com would have devoted several stories to it by now!
 
My guess would be :

Strikers - Steve Kabba & Matt Jansen

Left Back - Ryan Taylor

Midfielder - Richard Chaplow
