It is absolute FICTION. The job was never offered to him. He was spoken to about the job but it was made clear to him that the club weren't talking about 'now' - he got fed up of waiting and went relsewhere.

my understanding is that Dowie was interested in coming but then didn't want to wait (because of the takeover) and consequently went to Cov. Dowie would have waited - for a fee - but Milan wasn't prepared to pay.
