I was going to say that it was probably because they're both prime examples of having the ability to fail upwards.
But then I realised that isn't actually true. Rees-Mogg reached his heights without ever actually making any effort at all. So neither failed nor succeeded. Just didn't have to try.

& everything about the man screams that he thinks that's exactly how things should be.
