The away team gets a share of the ticket money. So they'd have to agree to it. And the EFL sets a minimum price for tickets.
Was it the same day of the year? Leicestershire schools start back tomorrow which won't help because many won't want a late night in view of this. There's also the fiscal challenge; money has only got tighter over the last two years so if you can watch it on the television and save £12 then it's probably worth it for lots of folk.
