But surely the PCs DHCP client would just pick up the new IP address? That's what is confusing me about what Scarby is describing.
can i check the DHCP?

No, not really nor did restarting the laptop. Only just got it working again, which is annoying as i have work and research to do and im not allowed in the uni comp. labs till next friday.
After i typed in your instructions i got:
Release: The required operation requires elevation
renew: No operation can be performed on wireless network connection while it has no media disconnected.
When i press diaginose it either comes up with
1) There is more than one active network connection on this computer.
----unplug or disable one of the active connections to try and solve the problem
or if that doesnt show up then this one does
2)There may be a problem with your domain name server (DNS) configuration
---- Cannot be repaired automatically.
does that make sense to anyone?
Try: Start globe> All Programs> Accessories> right-click on Command Prompt & select Run as Admin from the menu, then try ipconfig/release & renew again

You can check DHCP on your PC, Start globe, type services.msc into the search box, hit Enter, when the Services page loads up scroll down to DHCP Client, it should be set to Started & Automatic.
But I'm guessing it's already set to that tbh Scarbs, what we need to know is why is your landlord resetting the IP constantly?
Try: Start globe> All Programs> Accessories> right-click on Command Prompt & select Run as Admin from the menu, then try ipconfig/release & renew again
