In this context I read it as restricting the freedom to do something and overreacting in order to avoid 'hurting the feelings' of those that purposefully overreact just for the impact. In many other contexts it is meaningless.

Racist celebrations = obviously not ok.
Jamie Vardy Eagle celebration at Crystal Palace = inflammatory but absolutely part of the game.
