Sounds like a windows bubble, which suggests it is a genuine message. The red icon is also a windows error logo thingy. Although the message does sound a little unlike microsoft. When you click it, nothing happens?

Run a full scan with windows defender and any other free anti virus things, like AVG and any programs from one of Macky's posts

Also, click start, control panel, add or remove programs, and look at that list and uninstall any programs which you did not install yourself and look obviously suspicious.

Never affected any of the 5 computers I have put it on personally but I know others that have had problems.
