Chandler does talk some bollocks but some things are pretty clear:

MM can have the club for £6.5 million

He keeps changing what he's planning on offering (according to the FT).

He hasn't put a formal bid in yet.

And my take:

If he puts in a formal bid, and it's rejected, then that may be the time to blame the shareholders. Or maybe not if they're having their legs lifted.

If he walks away before putting out a take-it-or-leave-it offer, it's because he still hasn't sold his stake in Pompey. He hadn't sold it 2 months after he said he'd sold it, after all.

As to not putting a bid in today - it may be he's backing out. It may also be he's trying to ratchet up the stakes by leaving it closer to the transfer window.
