BTW are those prices for the first goal or for the first City goal? In the event that it is the first goal, why no Birmingham prices? Are you trying to make sure the vBookie doesn't have to pay out?

The prices are for the 1st goal scorer as it clearly states.
Looking at the past events, the uptake on the other teams player to score 1st has been somewhat poor, so thats why they haven't been added.
However should someone decide they want to bet on a player for the other team to score 1st, they just need to ask !
