This is the first time that I've seen any thought given to changing the technicalities of the shootout.
My idea would be for their to be only one player as penalty taker for each side taking all five penalties. This would ensure that there is some greater element of skill involved, i.e. having to vary their approach as well as putting the responsibility on one player to be the hero/villain. If the tie isn't decided after five penalties from the two designated opposing players, another player would come forward to take them until he's done five himself and so on.
Any other thoughts?
