This is the first time that I've seen any thought given to changing the technicalities of the shootout.

My idea would be for their to be only one player as penalty taker for each side taking all five penalties. This would ensure that there is some greater element of skill involved, i.e. having to vary their approach as well as putting the responsibility on one player to be the hero/villain. If the tie isn't decided after five penalties from the two designated opposing players, another player would come forward to take them until he's done five himself and so on.

Any other thoughts?

I like the proposal on the table, think it's quite sensible.

Something else that must be a skewing factor (he says without any data) is the end that they shoot at but can't see how you can do anything about that without completely disturbing the flow of the shootout. I suppose you could swap ends after a certain number of pens.

Not sure about your idea BN, would much rather getting a sense of the depth of skill and mental strength in the team than just seeing a Messi v Ronaldo shoot out. Or in our case seeing Mahrez try five different little dinky penalties.
 
You could have each team take penalties at the end where their own fans are.

Give the team with the most shots on target the advantage (according to the article) of going first. With shots on goal and possession being used in the event of a tie.

You could even use the above metrics to decide a winner if it's a draw after five penalties.

Might encourage more attacking play, particularly in extra time.
 
Do what I do with my lads in training

Once you've taken your penalty, you go in goal to face the next opposition penalty

Simples
 
Have a designated supporter to fight to the death.

Would boost ratings and increase revenue.
