Tunchev may be the best defender we have by a mile but if the current players in his position are playing so well they can't be dropped.
What will probably happen is that Brown or Hobbs will get injured, Tunchev will come in and then will be the first choice until he inturn gets injured. That's the way it is

Makes sense to me. Managers don't like to change a defence that is playing well as a unit, even if it means leaving out a player who might normally be first choice.

It's not typical for clubs to sign players who have been out of action for an extended period. Usually - by which I mean 'with the exception of Villa when signing overrated wingers' - clubs will wait to see what the player looks like when fit.
