Yes it should, the keeper quite clearly fetched the PNE player down. You could tell from the look on his face that he knew as soon as he'd done it.

He had started to dive before he got within touching distance of the keeper.

I think we'll have to agree to disagree on that one. Whereas the other penalty shouldn't have been given.
