I am getting a train back to Leicester on Thursday at 6pm. Will this be peak time?

Most probably not. It would depend where you are travelling from.
If you are undertaking a single (one-way) journey, the matter of peak or off-peak is of relatively minor concern.

If you plan this journey in advance, you can get a single from Harpenden to Luton for £2.90 and an advance single from Luton to Leicester for as little as £7.00.
Purchasing your ticket on the day of travel, you will have to pay the £37.50 fare that you have already found or wait until the 19:28 (or later) departure from Harpenden when the Saver Single fare becomes available for £29.60.

Will the cheapest I can find is £25.30. These tickets are available on the day and you could buy them all at one station.
18.34 from Harpenden Arrives Luton 18.42
18.54 from Luton Arrives Leicester 19.55
Open single from Harpenden to Kettering £16.00
Saver Single from Kettering to Leicester £9.30
The only chang you need to make is the one at Luton. You Harpenden ticket covers you as far as Kettering, and then you will be covered on your other ticket to Leicester. I would show them both when they get inspected as you leave Luton.
Hope this helps.

Isnt there anything stopping people from doing this or do they just frown upon it?

Whilst we are on the subject of train tickets...I have the Return Ticket from a Saver Return ticket that hasn't being marked/clipped etc,I take it that i can use it again aslong as its in the Valid Until date ?
To do so would be fraudulent but there is little to stop you. You should be aware that if the ticket has passed through an automatic ticket gate, the validity might have been cancelled.

The price of the ticket was fraudulent so my conscience is clear
