Did the clubs lobby the Football League for these 'relevant safeguards' to be included in the contract? Or did they just say, "Get as much money as you can"?

I think we all know the answer to that.

I'm sure you're correct, but don't the FL have responsibilities outside of those to its members (the clubs). i.e. Shouldn't they self-impose some responsibility to the football community etc. I genuinely don't know the answer.
