Patrick Kisnorbo gave the Foxes an early lead which was doubled five minutes into the second-half by Stephen Hughes.
Richards' long range strike took a wicked deflection to give Blues a lifeline five minutes from the end but Iain Hume assured the home side of the points with the last kick of the game.
Alan Lee was handed his first start of the season, partnering Nicky Forster in attack with Dean Bowditch and Darren Currie operating wide in midfield, Richards and Jaime Peters making way from the team that started against Wolves.
Leicester started the brighter side though, Shane Supple saving well from Hughes with Danny Tiatto then shooting wide.
The Foxes took the lead on eight minutes, Tiatto's free-kick headed in by Kisnorbo to give the home side their first goal of the season.
Leicester 'keeper Paul Henderson smothered the danger from Forster as Blues looked for an immediate response. Currie then hitting the foot of the post with a 25 yard free-kick.

Matty Fryatt headed on from Darren Kenton's right wing cross as the home side continued to create chances and the Leicester striker should have made it two on 36 minutes, miskicking from close range following a low cross.
Fryatt saw another strike hit the sidenetting before Rob Kelly was forced into a change just before the break, the influential Tiatto limping off to be replaced by Levi Porter.
Jim Magilton made his first change at the half-time whistle, Sam Parkin coming on for Forster but Blues were two down five minutes after the restart, Bowditch's tame header pounced on by Hughes who drilled a low shot past Supple from the edge of the box.
A Currie free-kick caused concern in the Leicester box but skipper Paddy McCarthy made his header count to avert the danger.
Supple brought some joy to the Town following, showing an assured touch to beat both Fryatt and Elvis Hammond outside his area before Blues were forced into a change just before the hour, Billy Clarke replacing Lee.
A Currie corner almost saw Leicester make it three, the Foxes breaking at pace and Kenton's cross was deflected for a corner with Hammond clear in the middle.
Clarke's pace almost saw him beat the offside flag from Gavin Williams' pass but at the other end, Currie lost possession deep in Town's half and Fryatt headed wide from another opening.
Hughes then fired wide after Low set him up as the Foxes continued to dominate proceedings, Fryatt in particular causing problems for the Blues' defence with his movement and power in the air.
Williams had Town's first real effort from open play as late as 70 minutes, Henderson palming the ball away for a corner.
The Welsh international then picked up a yellow card after tugging Hammond back as the former Fulham frontman tried to break clear.
Brilliant defending by Dan Harding prevented Fryatt from extending their lead on 75 minutes, the left-back clearing the ball off the line after the striker had rounded Supple and shot goalwards.
Leicester had the ball in the net seconds later but referee Jonathan Moss ruled the effort out for offside and Town immediately broke, Bowditch going close.
Richards replaced Currie for the last 10 minutes and operated in the middle of the park, both full-backs pushed on with Alex Bruce making up a back three as Blues looked for a way back into the game.
Leicester's defence continued to remain on top though, McCarthy and Kisnorbo dominating the central areas and the Foxes always looked dangerous on the break, Fryatt failing to find Low after weaving his way into the Town box.
Town's lifeline came five minutes from the end, Richards' 25 yard strike taking a big deflection and beating Henderson in the home goal.
Iain Hume replaced Hammond seconds later and the striker set up Porter for what should have been another goal, Bruce getting in a vital clearance.
Town were clearly buoyed by the Richards' goal and Parkin caused alarm in the home defence but couldn't get his shot in, then Jason De Vos forced a corner that was wasted.
A foul by Hume on his Canadian countryman De Vos gave Blues a free-kick 25 yards out, Williams' strike clutched safely by Henderson.
James Wesolowski replaced substitute Porter a minute from time as Leicester added to their defensive cover with Town's final chance seeing Harding almost getting in on De Vos' flick.
Hume wrapped up the points though with the final touch of the game, the striker bursting clear and beating Supple to leave Blues still looking for the first points of the season.
