Quite right. He should know that English is a compulsory subject in Japanese schools, but with it being mostly book-based they get almost zero speaking practice.

He's a journalist. If the thrust of his question was really about Abe learning English at school he could have looked that up before he went to interview him.
I was being sarcastic in my original post anyway.

Having made the same journey as Abe but in reverse, my guess is that he just finds everyone speaks a little too fast for him.
