Click on the large "users" icon at the top of the screen. When it opens there is a search box on the left. You can enter the details of the person you are looking for (username, real name, e-mail).

Their page will open. Underneath their avatar you will see Add as Friend (or similair)

With the problems Last.fm has been having with their site today I've postponed trying to integrate the recently played lists into the site, I'll try again when their site is more stable.
