There appears to be really simple solution to PSR across the Prem and EFL, if clubs break PSR they face a fine that is double for every pound over, the monies raised from those fines are then distributed between the clubs that do not breach.
So if clubs like Man Utd, Chelsea, Newcastle Man City etc pay fines of 80-100 million pounds each season those who stay within the guidelines are quids in. The same applies to the Championship and would massively help out those lower down within the league.
PSR under its current guise will kill the Premiere League as a world wide force.
