They haven't decided not to, they are unable to.
Because the linesman included the incident in his report, under FIFA rules the FA are not allowed to take any action.

IMO it is a ridiculous rule that needs looking at.

It was on or at least very close to his spine, he couldve easily permenantly paralysed the defender there. Any tackle that is so delberate thats anywhere near the spine, the neck or the head should be recieve a very lengthy ban imo

My point was that if you can elbow someone in the head fracturing their skull, and not get punished, then you can expect to get away with kicking someone in the back.

I watched the game, and how lampard can get sent off for winning the ball and getting kicked but monobrow get away with assult is beyond me! Absolute joke!

You taken my post completley out of context, I was being ironic! I agree he should serve a lengthy ban, it was dangerous (maybe not crippling, not sure he kicked him that hard?), it was malicious and has no place in football. But the FA being the cowards they are hide behind the ridiculas rules they create, they are a joke, FACT!!!
