I am with what a lot of others have said, if he wanted it and MM wanted him he would be here by now and MM would not be looking at talking to other clubs. TBH I am very surprised that he is not fav for the Wigan job.

If they are discussing a contract, certain crucial issues can take time (THE MONEY!). It could well be that Milan is playing it down until such times as a deal is done for two reasons;
i). To keep other clubs from sniffing - admittedly, this is now of little use.
ii). Milan can let it appear that he decided against the deal if Tigana pulls out.

There are probably a hundred other reasons why the deal could be delayed, if anyone cares to think for a few minutes
