That’s how I read it. Can’t believe they can sort out resubmission of account and appeals in the timescale to get it done before the season though, can they?

Doubt the accounting adjustment would take much time....not sure how quickly appeals would take though.
 
It might not be in Derby’s best interest to submit any adjustments too quickly…..

Yep, bet their finance people will be insistent it's very time consuming and not just a day of spreadsheets adjusting a few numbers. As they're getting punished surely they powers that be are aware of what the nunbers should be anyway.....

Everyone involved already knows that if Derby accept the financial penalty and agree to do their accounts like everyone else, the rest will be forgotten.

Yep. EFL posturing, in terms of the Derby/Wycombe interchangeable fixtures, I’d suggest.
 
Derby fairly bolshy about it:


Last night the Disciplinary Commission communicated the following findings to the parties:

1. It declared the Club’s accounts for years ended 30 June 2016, 30 June 2017 and 30 June 2018 did not comply with the requirements of the Championship Profitability and Sustainability Rules (‘the P&S Rules’).

2. It ordered the Club submit revised accounts for those years by 18 August 2021 using a policy for the amortisation of player registrations which complies both with the requirements of FRS 102 and with the P&S Rules.

3. It issued the Club with a reprimand, along with a fine of £100,000.

Although the Disciplinary Commission has yet to publish its full written reasons for its Decision, the EFL issued a press release about it and the fixture list last night. The Club is disappointed that the EFL has not, as is usual, waited until after the publication of the Disciplinary Commission’s reasons nor agreed a statement with the Club and in addition has chosen to be selective about the Decision and present it in a form which omit key dates and details, which the Club has provided by way of clarity above.

The EFL had sought a points deduction against the Club to be imposed in the 2020/21 season which finished in May 2021. No points deduction has been imposed by the Disciplinary Commission.

The EFL claims to have developed “an interchangeable fixture list for Derby County and Wycombe Wanderers” because there is a “possibility” that as part of a future appeal against the Decision of the Disciplinary Commission (which has not yet been brought) a points deduction could “take effect in 2020/21 that would potentially impact the final league placings”.

The Club disputes that a points’ deduction at any time is appropriate, and disputes that it is lawful for the EFL to seek to impose one retrospectively, altering the final league placings after the season has already finished.

The Club looks forward to competing in the Championship in the 2021/22 season. It shall not comment further until after publication of the full written reasons of the Disciplinary Commission.
 


An independent Disciplinary Commission has delivered its verdict on sanctions for Derby County relating to ongoing disciplinary proceedings.

In May, an Independent League Arbitration Panel ruled that the Disciplinary Commission was wrong to dismiss the League’s expert accountancy evidence, which demonstrated that the Club’s policy regarding the amortisation of player registrations was contrary to standard accounting rules.

More specifically, the panel determined that the Club’s policy was not in accordance with accounting standard FRS102 because it failed to accurately reflect the manner in which the Club takes the benefit of player registrations over the lifetime of a player’s contract.

Tonight, the Disciplinary Commission has announced that the sanction to be imposed in respect of those breaches, is a financial penalty of £100,000 to be paid to the EFL and a reprimand for the Club as to its future conduct regarding the preparation of its Annual Accounts.

In addition, the Club has also been ordered to file restated accounts for financial years ending 30 June 2016, 2017 and 2018 that meet the requirements of FRS102, together with updated Profit & Sustainability calculations if necessary.

Both Derby County and the EFL have the right to appeal that sanction decision.

That being the case, ahead of the publication of the 2021/22 season fixture lists on 24 June at 9am, the EFL can confirm that it has developed an interchangeable fixture list for Derby County and Wycombe Wanderers, while the disciplinary process is finalised.

The fixture list for both the Championship and League One will be published in full based on the 2020/21 final standings, pending any appeals relating to this decision.
If they were a 'big 5 and Spurs' team they would have just been ordered to buy ice creams for the rest of the premier league teams.

I do love this, you particularly get it from Derby and Forest fans. If they really weren't that bothered they wouldn't be harping on about it all the time as the only stick they've got to poke us with. Just think while we're stuck with the likes of Chelsea, Man U, Liverpool, Man City on a regular basis mixed in with a few European jaunts.. we're missing out on the glorious twice yearly East Midlands derby (which last I checked, nobody outside of Derby and Nottingham gives the slightest **** about) it would come about 30th in the list of the biggest derbys in the country behind the likes of Sheffield Wednesday Vs Barnsley and Hull Vs Sunderland
 
This coming season is the 30th season since the Premier League began. It's not new.

Leicester have played 574 PL matches with 38 guaranteed next season. Before the end of this season, we will overtake Sunderland as the 13th most regular participant in the PL. We will then be chasing down Blackburn. We are very settled here.

Derby have played 266 PL matches (23%) and Forest have played 198 (17%). They are settled elsewhere.

Derby's all time PL top scorer is Dean Sturridge with 31 and Forest's is Bryan Roy with 24. Muzzy Izzet has scored more PL goals for us than either of them. We don't even need to mention Vardy with 118.

Since Forest were last in the PL, we've won the PL, FA Cup and League Cup. Derby were last in the PL in 2007/8 when they famously picked up a total of 11 points.

Derby's last trophy was in 1975. Forest's was in 1990. Ours was last month.

If I were a fan of either side, I too would do my upmust to deny any local rivalry.
 
Looks like the threat of League One has passed for another year. They've got away with cheating the system.

Looks like that's an end to that stick they like to beat us with about going into admin 20 years ago as they've now done virtually the same thing and forced through another change in the rules....
 

Derby's embargo continues​

Having avoided relegation from the Championship on the final day of season and then again when the EFL decided not to appeal against a decision to only fine the club rather than deduct points for their accounting policies, confirmation of the embargo is a blow to Rams boss Wayne Rooney in terms of building a squad to challenge in 2021-22.

Derby's on-going embargo will continue as the EFL states they have failed to comply with the following conditions:

  • Regulation 16.2 - Failure to provide audited annual accounts
  • Regulation 16.3 - Annual accounts not filed with Companies House
  • Regulation 17 - Default in payments to Her Majesty's Revenue & Customs
  • Regulation 51.2.3 - Default in paying transfer fee instalments
  • Profit and Sustainability Rules - non-submission of audited accounts
The club has until 18 August to fulfil the EFL's requirements to resubmit their accounts for 2016, 2017 and 2018 in the 'normal' way, knowing they will be charged if they breach profit and sustainability rules again.

In addition, the clearing up of their recent dispute with the EFL, which saw them fined £100,000, now means they can submit subsequent accounts which had been delayed because of that case.
