Yes, that's a problem. But it doesn't solely explain 5 wins in 27 games. That's to do with the fact that we're no good (freak wins against Spurs and Sheff U aside).

or our manager is not able to get those performances out of our more than capable players every week

It explains the number of losses though. It just seems that pretty much every time the defence loses its concentration for even a minute or so we get punished.
It hasn't helped that at times the strikers haven't been able to hit a cows arse with a banjo.
There have been spells of good play when chance after chance have been created
