Did he really say he's tipping them for promotion?

The quote from him says "it wouldn't surprise me if they nick second spot". That's not the same as saying he thinks they'll do it, it's saying he won't be surprised if they do.
I wouldn't be surprised if they do, but I don't think they will.


The Mockery, as usual, have interpreted the quote in a way that might not actually represent what he means.
