It's an old expression dd, it means that the person making the remark (male or female) would happily take the consequences of murdering whoever, Shearer in this case.
It dates back to the days when hanging was the punishment for murder, so basically BF is indicating that she hates Shearer so much that she is prepared to swing from the end of a rope by her neck if it meant that Shearer was dead.
