It's because the person you are trying to play is not connected to you yet.

I'm connected to friends or other people on the network. Just doesn't work for some reason.

I mean that they have not entered into the team selection area yet, It happens very often depending on how you invite people to play.

The best way is - G

into Lobbies (with not many in)

Go onto your friends list by pressing L1 I think
