It's 5 emergency loans only ,think if a loan player is brought in while the transfer window is open it don't count as they are not emergency loan's ,not 100% about the last bit though,im sure jeff or someone will put me and you right though :icon_wink

You couldn't be more wrong. I already quoted the limitation on numbers yesterday.

The regulations are quite clear that emergency loans are unlimited in number as long as Footbal League approval is sought and received on every occasion. An emergency loan might still be necessary in a 'open-window period', for instance, if the quotas of 'young' and 'old' loan players has already been reached.

The only relevance of the number 5 in the loan regulations is that it is the maximum number of loan players that can be named amongst the 16 on any team sheet.
