In my opinion Terry isnt an appropriate person to be England captain anyway and we would be better off without him altogether. Capello has milked the FA big time and his performance as manager has been ordinary to say the least. The requirement to learn to communicate effectively in English should have been a contractual requirement.

Best ever win ratio - ordinary? 66.7%, better than Hoddle and Ramsey, makes him the best manager England have ever had.

And how would you measure effective communication? A panel awarding points after each press conference? Number of adjectives enunciated? Half the English managers can't construct a grammatically correct sentence - should they be tested too?

Only argumentative cases like your good self are too much interested in the win ratios of international sides. A lot of the games are meaningless kick arounds in any case. What people care about is successful campaigns in major competitions. Capello tried one and it was a disaster.

I would judge competency in English for the England manager on his ability to speak English effectively and understand English adequately. Either Capello can't do these - or it suited him to play dumb. No I don't think a written or aural English test is necessary - it would probably rule out a lot of the Englishcandidates for the job as you say - let alone Capello.
