I read it as saying much the same as several people have said on here - that largely the same squad could do much better than last year.
Cast your mind back to a situation not wholly dissimilar - when we escaped relegation to div 3 with virtually the last kick of the season. Brian Little made relatively few immediate changes to the squad, yet the next season they were within a gnat's fart of promotion. And the "star" player, Gary Mac, almost as much of a talisman as Muzzy, had gone.
The parallel is not exact, but we saw in the second half of the season the difference that a new attitude and motivation can make to a squad. It is not at all unreasonable to have those aspirations - the alternative, to sit there and say "Oh dear, Joey's gone, we've got no money, Ronaldinho won't come and play here for £50 a week. We're all doomed", is not on.
This is football. It often denies logic, and attitude & self belief counts for a hell of a lot. Some of the younger players had to grow up very fast last year, and if their progress continues under a manager who seems to have the key to getting them to play, then we can be reasonably optimistic. Success, even limited success, can then breed success - and money.
